Obituary of William E. “Bill” Payne

Of Churchill, formerly of Turtle Creek and East Pittsburgh, age 92, died peacefully in the care of his family on Sunday, May 24, 2026.

Bill was the beloved spouse of Genevieve (Siconolfi) Lucidi Payne for the past 20 years. Bill was first married to his children’s mother, Melinda (Petrick) Payne until her death in 1998.

Bill was the loving and dedicated father of Terry (Amy) Payne of Monroeville, Thomas E. (Lisa) Payne of North Huntingdon and Lauren (Gary) Myers of Turtle Creek.

He was the cherished grandfather of Ryan (Jess) Payne, Rachel (John) Butter and Rebecca (Devon) Blackburn; Cameron (Christina) Payne and Alexa (Bob) Bryan; Jamie Fredrick) Kimbro, Vincent Myers and Erica (Tyler Coles) Myers.

Bill was the precious great-grandfather of Tyler, Kaylie, Troy, Luca and Hazel Payne; Carson, Geno, Hayden and Morgan Butter; Neveah, Noelle and Devon, Jr. Blackburn; Brody Bryan; Brylee Kimbro; Gianni Myers, Grayson and Everleigh Coles.

Bill is also survived by Genevieve’s children, Donald (Mary) Lucidi of Highland Park and Shelly (late Paul) Fox of MI, and Genevieve’s grandchildren, Graham, Quinn and Nolan Fox.

He was the dear brother of John (Mary Lou) Payne of North Huntingdon, Mary Rose (Joe) Rudman of Braddock Hills, the late Thomas (surviving spouse, Nichole) Payne, and the late Robert “Jeep” (late Elaine) Payne.

Born in East Pittsburgh, Bill was a 1952 graduate of East Pittsburgh High School. He carried the values of his hometown with him throughout his life. Bill honorably served in the U.S. Navy during the Korean War, answering the call to duty at a time when needed. After his time in the Navy, he later enlisted in the Army National Guard and retired from the Guard with 26 years of service. 

Following his service to his country, Bill built a meaningful career as a barber. He joined his brother, John, as an owner and barber of the Norwin Barber Shop in North Huntingdon, where he welcomed customers with skill and good conversation. He later opened his own shop, Mr. Payne's, in Turtle Creek, continuing a profession that allowed him to serve others in a personal and lasting way. Bill was eventually hired by Westinghouse at the East Pittsburgh plant, and he ultimately closed his barber shop to focus on that new chapter of his working life.

Bill was proud of his Italian heritage and became a founding member and Past President of the Italian Sons and Daughters Lodge #224 in Forest Hills.  His leadership and dedication were appreciated by all who served alongside him. He was also a Life Member of the East Pittsburgh V.F.W., Post 5008. For relaxation, Bill loved to golf and he was a staunch rooter for Pittsburgh sports teams.

Those who knew Bill will remember his kind nature and the easy way he made others feel at ease. His gentle spirit and friendly manner left a lasting impression on family, friends, customers, and fellow association members alike. He lived his life with humility and integrity, and he earned the respect of many by the way he treated people.

Mass of Christian Burial in St. Joseph the Worker Church (formerly St. Maurice) in Forest Hills on Thursday at 10 a.m. followed by a Presentation of Military Honors.

Bill will be laid to rest privately in Braddock Catholic Cemetery.
